Decree No. 74/2005 Coll. It is part of Czech legislation on adult education. This legislation regulates various aspects of adult education in the Czech Republic. The main points addressed by this decree include:

"1.Definition and objectives: The Decree defines the concept of adult education and defines its objectives, which include personal development, strengthening qualifications, promoting employment and social inclusion of adults.

2. Organization of education: specifies the organizational structure of educational establishments, the provision of educational programs and cooperation with other entities in the field of adult education.

3. Financing: establishes the rules for financing adult education, including the possibilities for state support, subsidies and grants.

4. Accreditation of programs: The decree establishes the procedure for the accreditation of adult education programs, guaranteeing the quality and standards of education.

5. Final exams and certificates: Specifies the rules for carrying out final exams and awarding certificates of completion of the educational program.

6. Assessment and evaluation: Determines the assessment and evaluation mechanisms of adult education programs and institutions."

In general, Decree no. 74/2005 Coll. provides a legal framework for the organization, financing and provision of adult education in the Czech Republic, with an emphasis on ensuring the quality and effectiveness of educational programs and their compliance with the needs of adult individuals and society as a whole.

The national qualifications system in the Czech Republic

Adult education and training in the Czech Republic is governed by the National Qualifications Framework (NKR), which defines eight levels of qualifications:

  • Level 3: Professional skills specific to the profession;
  • Level 4: Profession-Specific Advanced Professional Skills;
  • Level 5: Higher professional skills for a specific profession;
